The Ministry of Environment & Forests, Government of India in 1986 launched a programme called National Environment Awareness Campaign. In this programme a small token money is being distributed among the Organisations and Educational institutions for environmental awareness generation on a specific given theme selected by the Ministry. The major activities are Rally, Workshop, competition, Padayatra, folk media, AV show, training and meeting. From the year 2001-02 CES has been declared as the Regional Resource Agency (RRA) for NEAC.
The role of RRA is to publish advertisement for inviting applications from various organizations; to organize Pre-proposal work to guide the applicants in filling up the proposal forms; to submit the proposals before screening committee; to organize Post-sanction workshop to guide selected participants in conducting programmes.
Under the NEAC Programme of Ministry of Environment & Forests, Govt. of India being undertaken since 2000-01, CES released grants to organizations working in the area of environmental conservation, 493 organizations during the period 2001-02, 691 in 2002-03, 577 in 2003-04, 477 in 2004-05 and 526 in 2005-06. Since 2006-07, CES is working as Regional Resource Agency for 15 districts namely Bolangir, Cuttack, Gajapati, Ganjam, Jagatsinghpur, Kalahandi, Kandhamal, Khurda, Koraput, Malkangiri, Nabarangpur, Nayagarh, Nuapada, Puri, Rayagada. CES released grants to 314 organisation during the financial year 2006-07, 311 in 2007-08, 397 in 2008-09, 591 in 2009-10, 397 in 2010-11, 563 in 2011-12, 541 in 2012-13.
